    The North Dakota Highway Patrol has identified the victim of a fatal crash near Rugby Wednesday as Seth Nelson, 20, of Bottineau. According to the Patrol, Nelson was driving a 2003 Chevrolet Impala north on North Dakota Highway 3, about 11 miles north of Rugby, when his vehicle struck a northbound Schwan Food Company truck when it started slowing to turn left to a customer's home on 77th Street NE, just over a hill.
