    SPRINGFIELD -- Religious dignitaries, political leaders and musicians gathered at the steps of City Hall on Friday afternoon, calling for swift implementation of a plan that will help Springfield respond to and prepare for the effects of climate change.     State Rep. Carlos Gonzalez wants his constituents' concerns about the proposed site of the Western Massachusetts Correctional Alcohol Center in the city's North End to be heard. Gonzalez, a Springfield Democrat whose district covers the North End, is working with state Sen. James Welch, D-Springfield, to set up a meeting with Carol Gladstone, the Commissioner of the Division of Capital Asset Management and Maintenance, which selected the proposed site on Wason Avenue.
