    John R. Charbonneau, 28, of 23150 County Route 144, Black River, was charged by Watertown police with aggravated driving while intoxicated at 1:22 a.m. Sunday in the 100 block of Factory Street. State law says a BAC of 0.08 percent or higher constitutes intoxication, while 0.18 percent is the threshold for aggravated DWI.

    City Council on Monday night approved the site plans for turning the former Black River Valley Club building into the permanent home of the Northern New York Community Foundation and a proposed Philanthropy Center. Before voting on the site plan, council members voted 3-2 on amending the plans to add a 14th parking space in a parking lot in the back of the property at 120 Washington St. The parking spot had been eliminated last month by the city's Planning Board after determining it would be difficult for a vehicle to get out of the parking spot because of its proximity to another nearby parking space.

Mrs. Intschert, who is retiring after serving as district attorney since 1999, helped create both programs.
