    Assemblyman Jay Obernolte has taken a shot at what some believe is an illegal tax by introducing a bill that would extend the time homeowners have to either pay or dispute the controversial annual state fire fee from 30 days to 60. Assembly Bill 203, introduced Jan. 29, targets a provision that requires taxpayers in State Responsibility Areas who miss the deadline for appealing to pay the fee in full before filing a claim for a refund. Obernolte, R-Big Bear Lake, has made no secret of his opposition to the fee, which was enacted in 2011 to offset about $85 million in budget cuts to the state Department of Forestry and Fire Protection's general fund.
