    Judge Christopher Wilkes has found that the Morgan County Planning Commission did not break the law when it approved a preliminary plat and several waivers for a proposed Dollar General store about 10 miles south of Berkeley Springs at the corner of U.S. 522 and Oakland Road. "I think the Planning Commission complied with statutory requirements and followed the law, and the developer complied with the requirements," Richard Gay, the attorney representing the Planning Commission, said Friday in a telephone interview.
