    The Alameda County Board of Supervisors' Public Protection Committee recommended that the full board approve the elimination of administrative court fees for people who are convicted of crimes. The committee took that action at the end of a lengthy hearing at which several activist groups said the fees should be eliminated because they often are a long-term financial burden on low-income people who already served time for their crimes and then have problems turning their lives around.

    Five teenagers are in custody after a high-speed chase through Contra Costa County and into Alameda County that ended with a crash but no injuries early this morning, according to the California Highway Patrol. Officers in two separate cars patrolling on westbound state Highway 4 east of Railroad Avenue in Pittsburg around 3:30 a.m. saw a Corvette and an Audi SUV racing at speeds of 120 mph, according to the CHP.

    Two California senators Wednesday unveiled a bill that aims to tap $2 billion of the state's budget surplus for homeless and affordable housing projects statewide. SB 912, authored by State Sens. Jim Beall, D-San Jose, and Nancy Skinner, D-Berkeley, would use $2 billion of this year's higher-than-anticipated state revenue as a one-time investment to deal with homelessness and the shortage of affordable housing, according to the senators' offices.
