    CLEVELAND, Ohio - Homeowners in the area should have received their quarterly sewer bills by now, and for those who neglected to read the small print in the Account Activity section, there's a surprise: The Northeast Ohio Regional Sewer District has begun collecting a stormwater fee from customers averaging about $5.15 a month, slightly less for small homeowners, and a few dollars more for owners of large properties. The Sewer District expects to collect $42 million a year to help finance a five-year project to repair eroding hillsides and riverbeds, and to clear debris and sediment obstructions from streams, dams and culverts in the region.
