    In Columbiana County Municipal Court, Dwaine E. Steed, 45, Campbell Road, Hanoverton, waived his right to a preliminary hearing and was bound over to the grand jury on charges of improper handling of a firearm, OVI first offense and left of center. Steed allegedly had a loaded firearm in the passenger compartment of the vehicle when he was stopped and cited for driving violations on July 3. Judge Timothy McNicol ruled there was probable cause for the dog warden's seizure of 11 beagles living on Oak Street, Beloit, standing in feces, mud and urine and without fresh water on June 29. The owner has agreed to surrender the dogs to the dog warden.

    An Aug. 27 pretrial was set in ccounty Municipal Court for John K. McGuire, 56, Fairview Place, Beloit, charged with theft for allegedly stealing a money clip from Melvin Bricker's pocket after he died on June 18. McGuire reportedly had responded as an Emergency Medical Technician to a crash, which killed Bricker. The money clip and $42 was found in McGuire's back pocket, according to deputies.

    A June 18 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Jennifer M. White, 36, Salineville Road, Salineville, charged with a felony obstructing official business for allegedly hindering police and North Star Ambulance attempting to render medical aid to someone at her home by refusing to answer the door, lying about her home, refusing to answer 911 dispatchers and taking the battery out of her phone to avoid answering before the police arrived on Saturday. Additionally, White is charged with domestic violence for allegedly scratching and causing a laceration under the chin of her brother Christopher White on Saturday.
