    A judge has ordred the borough to reinstate its former pay-to-play law, ruling that officials had no right to reject a petition protesting amendments that made it less restrictive. Superior Court Judge Katie A. Gummer ordered Belmar Borough Clerk April Claudio to reinstate the borough's former pay-to-play ordinance - generally regarded as highly restrictive - until the borough holds a referendum on the ordinance or the legality of the former law is determined in court, according to Ken Pringle, the attorney for the Committee of Petitioners and a former Belmar mayor.
