    SANTA ANA City Manager David Cavazos was granted a contract extension Tuesday night after a 5-2 vote with opposition from two City Council members who questioned transparency in the process and previously voted against a bonus for him. Under the contract, which does not include a salary increase, Cavazos' term will run until Feb. 16, 2019, instead of Oct. 21, 2017, and he is allowed to cash out some of his unused sick leave.
