    To help fill a $230,000 deficit in their budget due to increases in insurance costs and cuts to their small cities funding allotment from the state, the Bayard City Council approved a 3 mill property tax increase and increased their wastewater rate $3.31 during their Monday meeting. Bayard Clerk Treasurer Kristina Ortiz previously told the council that the city's insurance - both for property and law enforcement liability - went up by 5 percent and city health insurance rose 4 percent.
