    The Baldwin-Whitehall School District may have to return $343,061 in tuition payments to the Pennsylvania Department of Education because of inadequate documentation for foster children and others placed in the district, an audit by state Auditor General Eugene DePasquale has found. The audit, released this morning, also said the district failed to take immediate appropriate action to correct issues found in a 2008-09 audit that revealed an employee had embezzled nearly $300,000 in district funds.

    A Baldwin-Whitehall school board member who tried to create a paying job for himself in the district has violated state ethics rules and will be fined $4,568, according to a ruling issued today by the state Ethics Commission. Martin Schmotzer and several fellow board members created a firestorm in late 2013 when they created the administrative position of "supervisor of projects for the school board and special assistant to the superintendent" and voted to hand Mr. Schmotzer the job, with an annual salary of $120,000.
