    The Douglas County Board of Commissioners plans to roll back its millage rate this year, which will effectively prevent a tax rate increase for county property owners. Jennifer Hallman, finance director for Douglas County, said the BOC plans to adopt a rollback millage rate of 10.213 mills, which is 0.555 mills lower than last year's tax rate of 10.768 mills.

Hazel is survived by her three sons, Randolph Scott of Tyler, Texas, Raymond Scott of Stockbridge, Georgia, Calvin Scott of Acworth, Georgia; one daughter, Linda Primous of Rochester, New York; and one brother, Ralph Bouie of Bainbridge, Georgia; along with a host of grandchildren, great-grandchildren, nieces, and nephews. She was preceded in death by her husband, Henry C. Scott; son, Henry Scott Jr.; daughter, Mary Scott; sisters, Florine Whitfield, Betty Grimes, Leola Butler; and brothers, Cleveland Bouie, Frank Bouie and Drillie Bouie.
