    The Phoenix, Arizona, City Council is rethinking its policy to have religious groups deliver a prayer before meetings after a satanic group submitted a request, KPNX-TV reports. According to ABC News, members of the council will vote on a new rule that would effectively keep the Satanic Temple of Tucson from delivering the opening prayer Feb. 17. KPNX-TV reports City Manager Ed Zuercher said the council will review a proposal this week that would have the mayor and council members choose who would lead the pre-meeting prayer in the future.
