    After causing one of the largest municipal sewage spills in the Mohawk River in memory, the city of Amsterdam is being told to begin upgrading its aging sewer system under a recent agreement with the state Department of Environmental Conservation . And it appears the 24-milliongallon spill of untreated sewage - which continued for eight consecutive days in December 2013 - was reported by DEC as zero gallons under a 2013 state spill reporting law meant to protect the public from health risks linked to contact with contaminated water.
