    The Jindal administration did not meet legal requirements for making changes to state employee, teacher and retiree sponsored health insurance plans, the state attorney general's office concluded in an advisory opinion issued Tuesday. The state Office of Group Benefits is mandated by law to go through an approval process known as the Administrative Procedures Act, or APA, as it changes the rules for the benefit plan structures, the attorney general opined.
