    It is not yet clear how two fires got started early Thursday morning in Phillipsburg , but authorities believe they were not accidents. Warren County Prosecutor Richard Burke confirmed Friday afternoon that investigators are considering both blazes -- in vacant homes about 200 feet apart -- to be criminal acts.
