  6. Alma City Council Permits ATV Traffic, Alters Outside Fire UsageRead the original story

    Last Tuesday evening members of the Alma City Council adopted two city ordinances. The first ordinance will allow the operation of work-site utility vehicles and all terrain vehicles (ATVs) to operate on the streets within the city limits of Alma. Operation of those vehicles will be allowed PROVIDED they, and their operators, meet certain requirements. Those requirements for the vehicles are, but not limited to, headlights, brake lights, turn signals, horns, mufflers, mirrors, reflectors and seat belts. Operators must maintain liability insurance for the vehicle and must meet all standard traffic regulations including possessing a valid driver's license. Upon meeting all requirements set forth by Ordinance No. 447, an operator must apply for and receive a $5 annual permit from the city clerk. That permit will include a registration sticker that must be displayed on the vehicle. The second ordinance adopted will allow citizens to utilize an outdoor stove, oven, fireplace, barbeque pit, portable burner, or other similar self-contained structure for the purposes of cooking food or generating heat. This ordinance still restricts starting a fire to burn refuse, papers, shavings, weeds, brush, grass or leaves within the city. The reason this ordinance was adopted is to allow the use of the increasingly popular outdoor fire pits. Both of those ordinances can be viewed in their entirety in the legal section of this newspaper on page 15. The council also briefly discussed permitting the erection of fences on city easements. City Attorney Tom Barnes said in the past easements have not been an issue. He added, however, that since new housing developments don't include alleys, some homeowners assume their property includes utility easement areas and wish to fence them in. Barnes continued by saying permitting those fences may not be an issue as long as the property owner is aware that if city employees must enter that property, and remove the fence to service utilities, it is the responsibility of the homeowner to replace the fence. City Superintendent Jon Bolinder reminded the council that a "fence" could include anything that blocks access, which could include hedges or bushes. Barnes added that anything that interferes with access to an easement may be removed by the city. Barnes told the council he would research the fence easement policy further. City Clerk Sharon White reported to the council that several tables and chairs in the community center are in need of replacement. She added that she priced several items including dollies that are used to truck stacks of chairs around the community center. White said those dollies cost approximately $250. Mayor Maurice Baker commented that he thought that cost excessive, and said he could build them much less. "I can throw those together. I'll just charge for whatever the castors run," Mayor Baker said. White was asked to look into purchasing six new fiberglass tables, as opposed to the much heavier particleboard tables. Marshall Mark Falk asked the council to consider allowing Wabaunsee County to proceed with the proper signage and painting/marking in front of the new ambulance station located at 3rd and Missouri. The council voted to permit the county to proceed with the necessary signage. In other business the council discussed the future of the old patrol car. Marshall Falk told the council he is afraid keeping the car will end up "nickel and diming" the city to death. He added that it has a number of mechanical issues that any vehicle with the equivalent of 200,000 miles on it would have, and said the city should sell the car. "It's just another thing to insure and maintain," said Falk. The council told Falk to proceed with the sale of the car. Superintendent Bolinder reported that he reached an agreement with KDOT to install rock in the drainage area of the roadside park at the north entrance to town. He also asked for and received permission to purchase a new utility trailer, since the old one had been stolen. Bolinder reported that the new playground equipment at McKnight Field has been installed, and that he will order gravel to be put around the equipment. Bolinder initiated a discussion on the city's permitting system for gas, electric, and plumbing installation projects. Bolinder told the council he and his staff are qualified to inspect plumbing and gas installation projects; however, they are not qualified to "sign off" on electrical projects. Barnes recommended that the council consider finding someone qualified to complete electrical inspections. Mayor Baker said he knew of someone that may be qualified, and told the council he will talk to them about it. Bolinder also asked for permission to purchase a truckload of utility poles and informed the council that one of the swimming pool sweeps had an electrical problem. He said he would rather not spend the usual $300 to $400 to get it repaired, since there is a second pool sweep available to perform the job. Finally, Bolinder told the council that beginning June 30, and continuing through July 14, a temporary change would be used in treating the city's water supply. Bolinder said the treatment has a slightly stronger disinfectant that may temporarily create an unusual taste or odor. He added that the water will continue to be safe, and said that the annual practice is recommended by the Environmental Protection Agency, Kansas Department of Health and Environment and the Kansas Rural Water Association. 2008 The Wabaunsee County Signal-Enterprise Alma, Kansas.     Funeral services were held last Saturday morning for Paul Dillingham, 92, Wichita. Dillingham was formerly of Alma where he taught and coached basketball. Dillingham taught school at Alma High School for 36 years. During that period he coached basketball for many years and posted a 100 - 8 record in the first half of the 1950s. He was nominated as Kansas Master Teacher of the Year in 1973 and inducted into the coaches Hall of Fame in 1989. During his tenure he took two teams to the Class B state tournament. Mr. Dillingham was well known for his association with youth and dedicated his life to teaching them, both on and off the basketball court.   12. Paxico Council Welcomes New Member, Addresses Additional Clean Up ProjectsRead the original story

    Tuesday evening members of the Paxico City Council unanimously approved Mayor Eric Theel's recommendation to appoint Ron Etter as the new council member. That vacancy was created when Theel was elected by the council to fill the position of mayor following Mayor Rex Fiedler's resignation. Etter was sworn in by City Clerk Jara Lannon. In addition to Etter's appointment, Cheryl Welch was also sworn in as the city's clerk of the court. Welch's appointment had been made during the May council meeting. With those formalities out of the way, the council continued its on-going process of addressing property owner's cleanup projects. Barry Fiordimondo appeared before the council and asked for additional time to complete the cleanup process on his property. Fiordimondo told the council he had hauled a truck load of tree limbs away, and due to a breakdown of his vehicle, was temporarily unable to continue the process. Compliance Officer Chuck Welch told the council Fiordimondo had completed all of the necessary paperwork and has continued to show progress. "I recommend we give him additional time. He hasn't whined or whimpered. He's continuing to show progress. If he doesn't continue, we can bring him back in. Right now he's doing an excellent job," said Welch. The council approved Fiordimondo's request for additional time to complete his cleanup project. City Superintendent Paul Hiegert reported that there had been a bad water break that required professional help to restore. He also re-ported that, in addition to a variety of other jobs he completed, a drainage ditch will require cleaning. He added that he will ask the county road and bridge department to assist with that project. Mayor Theel reported that the city received a payment of $7,640 from FEMA. He also reported that the city received a rebate from their worker's compensation insurance carrier for $825. Paul Hiegert addressed the council concerning the Paxico High School Alumni Reunion. Hiegert said that the reunion is scheduled for the following weekend, which is also the weekend for the Paxico Merchant's Association's Trader's Market. Hiegert was concerned that the Merchant's Association's request to close down the city's main streets would create an inconvenience for the 310 people that have registered to attend the reunion. Merchant's Association Representative Rex Fiedler told the council he had visited with Paul, and wanted to assure everyone that his orga-nization does not wish to create a problem. "It isn't our intention to infringe on the reunion in any way. In fact, we had intended for it to enhance the reunion by offering additional attractions for those attending," said Fiedler. Fiedler added that his organization is willing to do whatever they need to do to situate the anticipated twenty-three vendors where they will not create a traffic problem. Council Member B.J. Speck said she is aware of other communities that block off streets during alumni reunions to offer additional attrac-tions for those attending. Everyone agreed that if the main street running north and south re-mains open, and the street running east and west is blocked off, it will allow proper traffic flow. City Attorney Keen Umbehr reported to the council that he received a contract from Ed Murray for the city to purchase several lots from Murray on the city's east side. The council approved the contract and instructed Umbehr to proceed with the $4,250 purchase. Umbehr continued by asking the council to sign a series of formal complaints that will allow him to continue with the court procedure for those that have not brought their property into compliance. Um-behr told the council he could not continue without five signatures on each complaint. "Our goal is to bring people into compliance. It's always a tough job, but we can't allow one property to devalue another property. We have given them over six months to comply. If they can't do it in that period of time, then I don't think their heart is in it," said Umbehr. The council also discussed a commercial property owner and decided to send a courtesy letter to encourage continued cleanup efforts. In other business the council considered an employee pay raise of 7 to 10%, noting that they had not received one in three years. Council Member Linda Flanary told the council that her kitchen window had been shot six times by a BB gun.   17. Maple Hill Council Gets Favorable Report From Police Officer, Reaches Agreement With Fire District

    Tuesday evening, Maple Hill Part-time Police Officer John Caviness met with council members and asked for direction. "What areas need to be better patrolled? You're around more than I am," Caviness said. Caviness told the council that, since he does serve part-time, he wanted to know if there are certain times of the day or certain areas of the city that need more patrolling. Several council members shared their thoughts concerning routes through Maple Hill that seem to attract speeding drivers, and approximately what time of the day those infractions occur. Caviness told the council he intends to enforce the law, however, he added that his intentions are not to go overboard. "I don't want people to avoid coming to town," Caviness said. "I want to work my schedule so people won't know exactly when I'll be here. After I write a couple of citations I'm sure word will get around," Caviness added. Caviness also said he noticed there are less problems with ATVs. City Clerk Lynn Hoobler acknowledged that the situation has improved. She added that it was probably due to her mailing out approximately 200 copies of the city's ordinance. (During a special meeting held May 20, council members determined that an ordinance adopted in 1984 addressed the unlawful use of operating off-road vehicles within the Maple Hill city limits. Since a recent increase in usage of those off-road vehicles created problems, and a series of complaints, the council felt it necessary to remind citizens of the ordinance.) Fire District #4 Board Member Lanny Ellis met with the council and asked what their intentions are concerning rent in the city's building. (Fire District #4 houses their equipment in the city-owned fire station.) "We're preparing our budget. Our question is, do you want more money for rent for the next year? We've been paying $6,000 (per year) since 2004. That's according to my records. We're not offering more money. We just want to know what number to plug in to our budget so we don't have to come back later and amend it," said Ellis. "Personally, I think its fine," said Council Member Jeff Grutsch. "I agree," added Council Member Darren Alexander. It was the consensus of the council to leave the annual rental fee at $6,000. "Thank you very much," responded Ellis. In other business City Treasurer Denny Wycoff filed his financial report and reminded council members that it will soon be time to hold a special work session to prepare the 2009 budget. City Maintenance Director Tom Mayer filed his report and told the council that he would like to install an additional water valve and purchase a water pump. Mayer was given permission to make the purchase on the water pump with the estimated cost of $325 being split between the water and sewer funds. Mayer also reminded the council that there are several homeowners within the city that are not mowing their grass. "I know gas is up, but it doesn't cost that much to mow. I just wondered what you wanted to do?" asked Mayer. "If they don't get it mowed within a certain amount of time, then we will mow it (and charge them). We have to enforce the issue," Council Member Alexander added. The council accepted written and oral bids on a 1971 Gallion Road Grader. Don Frank, Alma, was the successful bidder with a bid of $7,100.
