    A former teacher from Orange County who was previously convicted in state court of sexually assaulting a teenage boy pleaded guilty Tuesday to a federal charge for traveling to China to have sex with a 16-year-old youth. Ezequiel Christopher Barragan , previously a Spanish teacher at Dana Hills High School and a youth baseball coach, traveled in 2009 to China, where he coerced a boy to engage in sexual conduct and took sexually explicit photographs that he brought back to Southern California, according to the U.S. Attorney's Office.

    Orange County's Health Care Agency will conduct an emergency preparedness event at the Great Park in Irvine from 4 to 6 p.m. Thursday, Oct. 18, where seven South County cities will practice rapid distribution of medicine in the event of a public health outbreak. In a scenario where a widespread disease or outbreak were to occur, it may become necessary for local health departments to activate this type of an emergency response to distribute large amounts of vaccinations, antibiotics or other medications to a large number of people, the health agency said in a released statement.

    More than 3,700 customers were without power because of two outages that hit Monday morning, Oct. 15 during heavy Santa Ana winds. Southern California Edison was reporting that 2,146 customers in Aliso Viejo and 1,601 in North Tustin were without power at around 6 a.m. Crews were trying to determine what caused the Aliso Viejo outage, while weather was blamed for the one in North Tustin.

Unlimited curb-to-curb rides within a designated zone will be offered for $5 a day, paid in cash at the van, or $4.50 if using the agency's app.
