"The additional materials provided by Caltrans to EPA during our review of the draft EIS [Environmental Impact Survey] supported the need for refined analysis and disclosure to the public of impacts in anticipated hotspot locations, as well as the potential need for freeway tunnel alternative design changes to eliminate identified hotspots," the letter states.
