    The city of Charlotte has a new strategy for low-income housing: Rather than focusing on building new apartment complexes, city officials want to invest in apartment complexes from the 1960s and '70s and use deed restrictions to keep rents affordable. Speaking at the city's three-day retreat in Durham, Mayor Vi Lyles said she wants the city to move quickly, and said she would consider it a success if Charlotte helped "preserve" four or five complexes during her two-year term, especially those near good schools.

The victim was shot after an argument between him and the suspected shooter reportedly escalated, police said.

    Charlotte plans to open the second piece of the Lynx Blue Line a 9.3-mile segment from uptown to UNC Charlotte on March 16. It's the most expensive public works project in the city's history and will double the amount of light rail in the city. The extension debuts a little more than a decade after the original light-rail segment opened in November 2007, and it will give the city a total of 20 miles of rail, and a 45-minute trip from the outerbelt in south Charlotte to the university.

Charlotte-Mecklenburg police say 23-year-old Tai'Quan Rodgers broke into an apartment on Farmer Street in Dec. 9. The victim said she was asleep when Rodgers busted in the back door and assaulted her daughter, who is mentally disabled, and then came at her.
