    The Northern Ontario town of Blind River will pay $1.1 million a year for the next 22 years to service a debt it's accumulated in part because of its investment in Ottawa's Plasco Energy Group. The town is also responsible for paying $22.5 million in a one-time payment in 2037 to close out a $49.5-million loan it assumed in 2010 as part of Canada Mortgage and Housing Corp.'s Municipal Infrastructure Loan Program , a $2-billion national infrastructure fund announced as part of the federal government's Canada Economic Action Plan.
