    The cost of acquiring land and building an Olympic Village for athletes near downtown Los Angeles "may significantly exceed" the projected $1 billion cost, according to a preliminary report released Thursday from city Chief Administrative Officer Miguel Santana and Chief Legislative Analyst Sharon Tso. The proposed site is a container-handling rail yard owned by Union Pacific Corp. The railroad said in an October letter to the mayor that it has no plans to close or relocate the facility and is planning a major modernization of the site, but would be open to the possibility of a sale or exchange agreement involving a "suitable replacement facility with all the necessary permits and approvals."
