A non-United States citizen of exceptional merit may be declared an Honorary Citizen of the United States by an Act of Congress or by a proclamation issued by the President of the United States pursuant to authorization granted by Congress.

Six people have had this honor bestowed upon them, only Winston Churchill and Mother Teresa during their lifetime:

* General Lafayette, a Frenchman who was an officer in the American Revolution. On 28 December 1784 the Maryland General Assembly honored Lafayette. He was made an honorary citizen of Maryland again in 1823, as well as of Connecticut the same year. He was also recognized as an honorary citizen in a 2002 joint congressional resolution.[1]
* Winston Churchill, British Prime Minister during World War II (1963)
* Raoul Wallenberg, Swedish diplomat who rescued Jews in the Holocaust, posthumously (1981)
* William Penn, 17th and 18th century English proprietor and governor of the English North American colony of Pennsylvania, posthumously (1984)
* Hannah Callowhill Penn, second wife of William Penn and administrator of Pennsylvania, posthumously (1984)
* Mother Teresa, Albanian Catholic nun, who founded the Missionaries of Charity in India (1996)[2]

For Lafayette and Mother Theresa, the honor was proclaimed directly by Act of Congress. In other cases, an Act of Congress was passed authorizing the President to grant honorary citizenship by proclamation.

Do our Santa Cruz politicians think their pedestrian opinions bear any value to the rest of America. Our reputation for whacko actions is certainly not in step with most Americans. Our schools are failing. Our crime is rampant. We are a sanctuary city. The homeless pan handlers accost tourist brave enough to venture down town.
Is it too much to ask Mr. Madrigal and his council mates to pay attention to the business we elected them to do?

I think there a more important local issues for our City Council to focus on.... Madrigal is biased towards Latinos and an idiot. Please let's not re-elect him

Didn't Tony get the message at the last council meeting. The people of Santa Cruz are tired of the council wasting time on non local issues, while we have a serious crime problem downtown. Wake up Tony and do the job you were elected to do!

Amnesty to those students and relatives who broke the law entering our country illegally and who have received a free taxpayer provided education? Wow! Lberal train of thought never seems to amaze me! Why yes, come on over the border and enjoy all the taxpayer funded free stuff. We have tons of available surplus dollars in our great economy! Bring all your relatives! We are the most generous nation on the face of the planet! Come one, come all.

What is wrong with this City Councilman? EASE CITIZENSHIP REQUIREMENTS? Why should we ease Citizenship requirements,we are giving them easy access to free medical, food stamps,welfare,section-8 etc. There are more important issues to worry about in Santa Cruz.It still does not go to his head that the people of Santa Cruz want changes,and this is not one of them.Wake up Tony elections are coming up.

please make sure re dont re elet any of the council members. America is fed up with Illegals. HELLO!!! fOR GODS SAKE let's focus on Santa Cruz only right now, or more dead kids are coming our way. Boycott downtown as most of us adults do, the business owners need to band together, get ahold of Mr. Ludlow Attorney at law, he will direct you to attornies in SF that sue adminstrations. They cleaned up the haight that way. Stop working them in your homes Santa Cruz. The flooring shops in town, the roofers, the gardeners. They scope your home and walla break in. Many alarm companies will tell ya after a remodle or work around your home break ins occure. Hire a contractor who is licensed and insured and runs employees through payroll. STOP WORKING ILLEGALS IN YOUR HOMES PEOPLE. Know roofing uses them sad to say, insist with the boss that he prove his employees are not cheap paid illegals taking work away from all of us. Prisoners can tend the fields. get rid of Tony!!! recall him now. Idiot. spend our money on cctv.Its time to go high tech with our town. Not 80k for lights jesus, and 30k for bi lingual cops. recall the council folks they are the same old people years after year decade after decade. get your homes reassesd before you pay your taxes as they are worth that much since we are becoming a getto and many surrounding communities are aware of it. SANTUARYFOR MEXICANS AND HOMELESS DRUGGED OUT DRUNKS.

personal agendas are prusued by the City Council...now they have found a way to get their Mexican relatives a free pass to US citizenship, rather than applying for that privelege like all other immigrants trying to get in...sickening, these people should be summarily fired immediately...when did the notion that it is OK to break the law as long as you think you have a really good reason, become acceptable???

Wouldn't a TRULY exemplary teen return to Mexico OF their own VOLITION knowing that they are an illegal alien, rather than trying to get rewarded for it??? Breaking the law is breaking the law period, and laws apply to everyone regardless of age. Oh that's right, Mexicans are the exception.
