Republican Sen. Dean Heller has been on a real independent streak lately. On Thursday, Heller was one of 11 Republican senators to vote to end a filibuster and allow a vote on a bill by Sen. Kirsten Gillibrand, D-N.Y., to remove military commanders from decisions over the prosecution of sexual assault cases in the armed forces.
