Lawmakers raced Monday to authorize an expanded mission to arm and train moderate Syrian rebels before heading back to the campaign trail, with House Republicans preparing legislation backing a central plank of President Barack Obama's strategy against the Islamic State group. The Obama administration says the training operation is needed to establish credible, local ground forces to accompany U.S. air strikes against the militants who have conquered large parts of Iraq and Syria, beheaded two American journalists and become a top U.S. terrorism threat in the region and beyond.

While the Islamic State group is getting the most attention now, another band of extremists in Syria - a mix of hardened jihadis from Afghanistan, Yemen, Syria and Europe - poses a more direct and imminent threat to the United States, working with Yemeni bomb-makers to target U.S. aviation, American officials say. At the center is a cell known as the Khorasan group, a cadre of veteran al-Qaida fighters from Afghanistan and Pakistan who traveled to Syria to link up with the al-Qaida affiliate there, the Nusra Front.

Can Obama wage war without consent of Congress?

As a U.S. senator from Illinois running for the White House in 2007, Barack Obama sponsored a resolution to prohibit President George W. Bush's administration from taking military action against Iran unless it was explicitly authorized by Congress. His idea died in committee.

Finding the Right Rebels to Arm in Syria May Be Tricky

Although Rand Paul has abandoned the skepticism he recently expressed about the threat posed by ISIS, the libertarian-leaning Kentucky senator continues to argue that President Obama must obtain congressional approval for his war against the terrorist group, and he continues to question the wisdom of arming and training Syrian rebels. Yet it looks like the closest thing we will see to a congressional declaration of war in this conflict is a vote to arm and train Syrian rebels.

Schiff called Monday on President Obama to ask Congress for authorization to continue or expand U.S. attacks against the terrorist army known as Islamic State, stressing that lawmakers then should only approve military action that is "narrow in scope, narrow in duration." "I think he really does need to come to Congress , not just for consultations, but for an authorization to use that kind of force to expand the strikes beyond where they are now or even to continue them, as they have already exceeded the original mission," Mr. Schiff said on MSNBC's "News Nation with Tamron Hall."
