Unfortunately, this is not uncommon in the Tarzana area. Now the freebies come in and make the house better. He's either going to sell it and get a higher price now at the expense of others, or he'll let it go and in a few months it will look just as bad. The only good thing about this is that the neighbors don't have to look at the blighted property for a while. Neighbors like this should be ostracized, not coddled.
