Food tax lowers to 3 percent in West Virginia, still higher than surrounding states
Andre Graves doesn't buy Gov. Joe Manchin's argument that another reduction in the state sales tax on food is supposed to help grocers like him in Jefferson County compete with out-of-state stores.
