New laws take effect Tuesday

Unless you fight animals, need to detain a mentally ill loved one or fail your driving test repeatedly, most of the new laws that take effect Tuesday aren't going to affect you very much.

In the meantime, our roads are still going to wait for the legislature to come up with more money from our pockets to ease gridlock... gee, thanks
