Judge it!
Jeez-finally an idea that makes sense coming out of the DOE.
Just be sure you keep the teachers on year to year contracts, allow local community control, and pay bonuses for high performing teachers.
Oh, wait. Just turn them into charter schools because that's already what they do!

Signature schools proposed for Hawaii
In response to calls to close or consolidate small schools, education officials are exploring the possibility of creating specialized academic focuses at certain schools to fully utilize facilities.
