This is totally bogus news. Illinois is the number 1 most dangerous state for pedestrians and for bikers! Illinoisans do not know how to drive, driver's ed in Illinois has all but gone the way of the wild goose, nobody ever yields to anyone in the crosswalk in Illinois (unlike in Florida, especially Fort Myers, where about half the drivers at the intersections actually backed up to let me through!) In Illinois, I actually become very uncomfortable when riding a bicycle within less than 5 feet of the roadway, especially on narrow sidewalks that are practically on top of the curb. Even in warm, sunny, and dry weather, Illinoisans drive very erradically and dangerously, weaving in and out, coming within a pencil's width of scraping other vehicles, some even stand still and block the road when the light is green. Hit and runs, especially in car vs pedestrian incidents, probably happen practically every 15 seconds somewhere in the state. And I have literally watched and seen Illinois drivers continuing to get visibly worse every year.

In addition, in Illinois, drivers are known to do as much as 70 miles per hour in a 20 zone, and even blow through red lights at 60+ miles per hour. Bicyclists who choose to ride in the street take the totally unnecessary risk of getting broadsided, or even rear ended by another vehicle travelling at 60+ miles per hour. Even if you are wearing a helmet, an impact at those speeds can still kill you by breaking your neck; it can also leave you paralyzed from the neck down and maimed. Even a 30 mile per hour impact can do serious damage to your neck. As for those painted bicycle lanes on most roads, like in Chicago, forget about riding on them in Illinois as Illinois drivers will easily blast right across them repeatedly, and bikers will not stand a chance, also, people who park their cars on the side of the street with the bike lane carelessly swing their doors open without looking for bikers and therefore smacking bikers right off their bikes and into the path of cars, which then run over the biker, causing massive internal injuries and even death.
