Can the UFL make it where so many others have failed?

The UFL has been in the news a little bit lately. For those not in the know the UFL is the United Football League created by William Hambrecht a Wall Street Investor who was once a minority owner in the USFL’s Oakland Invaders football team, and Tim Armstrong a former executive at Google, and now the Chairman and CEO of AOL. These men have hired Michael Huyghue as the Commissioner of their League. Huyghue previously worked for the NFLPA, the NFL management council, served as Vice President of the Detroit Lions, and was the General Manager of the Birmingham Fire of the old World league of American Football. Hr was also a sports agent who clients included one Adam “Pac man” Jones.

I can see the UFL being a failure because there is too much American football as there is (the NFL, college and high school). If they are going to be successful, they should have the season between after the Super Bowl and before NFL training camps open besides the Arena League should be back in 2010 (hopefully) after suspending operations in 2009.

A second tier league can only survive if it keeps interest up and costs down.

1) Make it a regional league with regional TV and a smaller national network. Example: Tennessee, North Carolina, and south to Florida, seven states in all.

2) Keep the number of teams down early on. Example: 8 teams with 14 games (2x each) or 12 teams in two divisions (2x5 and 1x6 against each division).

3) Don't expand for four years. Overreaching is what has killed every failed minor league. Aside from the NHL in the 1970s, none of the four major leagues have made that mistake.

4) Require teams to have regional players, similar to the CFL requiring 50% Canadians. Local college heroes will attract and keep local interest. If someone gripes about "violating employment laws", ask for a special exemption.

5) Keep the roster to 40 players with a hard salary cap of around $10 million. Set the league minimum to 1% and the maximum to 10% of the cap to prevent salary disparities.

6) Add something unique to the game. Example: a 60 yard wide field with 15 yard end zones. There are many talented players that the NFL doesn't want because they're 10-20 pounds light and 2-5 inches short. A bigger field means speed matters, not bulk.
