An annual report on housing permits in Connecticut's cities and towns paints a very different picture of new home building in 2014 than the one portrayed by a monthly sampling of a smaller set of towns. The annual report, released Monday by the state, showed that in 2014 the number of residential construction permits issued by towns and cities for single-family houses, condominiums and apartment units fell 2 percent, to 5,329, from 5,424 in 2013.
