A former banker and a real estate developer now face charges of bank fraud after a federal grand jury indicted Shaun Hayes and Michael Litz for their roles in a scheme that allegedly lead to the loss of $4 million of taxpayer money. According to the Office of the Special Inspector General for the Troubled Asset Relief Program , Hayes, who had ownership in and other associations with a number of banks in the St. Louis area, and Litz, who owned several major real estate businesses in the area, face charges that they conspired to defraud the government out of nearly $5 million that was supposed to prop up Excel Bank , a bank that regulators subsequently closed in 2012. The deal that Ferguson, Missouri, reached with the U.S Department of Justice to reform its police department and municipal court system could still fail if city voters reject two tax increases next month, Mayor James Knowles said in an interview with The Huffington Post this week. Earlier this month, the Ferguson City Council voted in favor of a consent agreement with the federal government aimed at eliminating unconstitutional policing practices. Comment?

Proponents of initiatives aimed at sales taxes, cigarette taxes and medical marijuana submitted petitions Sunday in hopes of getting their proposals on the November ballot in Missouri. The petitions submitted Sunday involved two proposed constitutional amendments, one that would prohibit state and local governments from charging sales tax on any services that weren't already taxed as of 2015, and another that would allow the use of marijuana for medical purposes. Misrepresentations on mortgage applications have inched up nationwide for the first time since July, thanks in part to trends in the energy and agricultural sectors which are creating pressure in the South, according to First American Financial Corp. The Santa Ana, Calif.-based title insurer's Loan Application Defect Index increased 1.3% from the previous month in March to 76, the first monthly increase since July.
