Savannah has amended an ordinance to make it clear that a morning meal does not have to be served at a bed and breakfast for it to be in violation of city rules - a move that strengthens enforcement efforts against illegal operations. In the unanimous vote Thursday, the Savannah City Council council ditched the zoning definition of "Bed and Breakfast Guest Unit" that had led Chatham County Recorder's Court Chief Judge Tammy Stokes to dismiss a case against Michael Trulson for operating such an establishment in a prohibited residential area.
