Newly seated Mayor Tom Butt delivered an upbeat outlook during his state of the city address at Tuesday night's City Council meeting and laid out his priorities for coming years, which include annexing North Richmond, reviving the failing Hilltop mall and continuing the revitalization of the city's historical main street, Macdonald Avenue. While Richmond's crime rate remains high relative to other cities in Contra Costa County, it continued a downward trend in 2014, with reported violent crimes dropping under 1,000 for the first time in a decade and homicides reaching their lowest number since at least 1971 -- the oldest year for which records are available. Antioch City Council recently voted to take steps that will create an additional incentive for residents to make home improvements that reduce their water and electricity consumption. Once the city has completed some paperwork, homeowners will be able to install such amenities as heat-reflective roofing, insulation or artificial lawns without having to shell out tens of thousands of dollars upfront or wait decades to recoup their investment through energy savings. Trumbull County tore down more than 350 housing units before the Moving Ohio Forward grant program expired in December, but that doesn't mean the razing will stop - the Trumbull County Land Bank has a $3.2 million federal grant to continue demolitions and implement greening programs. Through the U.S. Department of Treasury's Hardest Hit Program, the demolitions will go on, but unlike the state's program, this time the funds can also be used on public greening projects, Matt Martin, director of Trumbull Neighborhood Partnership, or TNP, said.
