PITTSFIELD >> Legal aid advocates say a $30 million boost in state aid would greatly increase the commonwealth's impoverished chances of getting proper representation in divorce cases, custody battles, foreclosures and other civil matters. The Massachusetts Legal Assistance Corp. wants the Legislature to boost its fiscal 2017 appropriation to $27 million, up from the current $17 million, with an additional $10 million in requests expected for fiscal years 2018 and 2019. The move to incorporate a $15-per-hour minimum wage and increased employment opportunities for city residents into the city's tax-increment financing policy continues to pick up steam. Sixteen local agencies that aid low-income and homeless residents came out in support Monday of changes being sought to the city's so-called TIF policy by the Worcester Community-Labor Coalition. The Warren Group, a Boston-based real estate data provider, reported that foreclosures rose 66 percent in Worcester County between February 2015 and February 2016. While it is no picnic getting a bank to lend you money to buy a house, it is also difficult for your bank to take control of that house and sell it. Comment?

The Greendale Mall, a small shopping center that has long struggled to compete against the region's larger and more modern retail offerings, is scheduled to be sold at foreclosure auction May 26. Commercial real estate lender Capmark Finance Inc. filed the foreclosure action against the mall's owners, listed as Mayflower Greendale LP, an entity associated with Indianapolis-based Simon Property Group. Simon also owns the Auburn Mall in Auburn, the Solomon Pond Mall in Marlboro and a number of other shopping centers in Massachusetts. Comment?

More single-family homes were sold in Massachusetts last month than in any March since 2004, according to one group that tracks the market. The Massachusetts Association of Realtors announced Tuesday that the 3,452 homes sold last month was 23 percent more than during March 2015. Comment?

Foreclosing a mortgage in Massachusetts can be a pain. Among the many, very technical requirements, a foreclosing mortgagee must be able to prove that it is the holder, or the authorized representative of the holder, of the original mortgage note before it can begin the foreclosure process; the mortgagee must be able to prove that it is either the original mortgagee or the holder of a valid written assignment of the mortgage ; the mortgagee must publish in a newspaper and mail a series of notices on somewhat demanding schedules. Pending sales of single-family homes leapt more than 50 percent last month, as a mild winter combined with continued low interest rates brought buyers forward. The Massachusetts Association of Realtors reported this week that pending sales for single-family homes totaled 6,431 last month, a 54 percent gain from the March 2015 total of 4,177. Comment?

The northern district of Texas came in 10th place last month on a list for the highest foreclosure lawsuits per capita, which some find puzzling considering that foreclosures are down nationally and state-wide. According to the case-by-case information analyzed by the Transactional Records Access Clearinghouse , there were 505 total new cases filed nationwide in March, which is up 12.7 percent over the previous month, which only had 448.
