A second person involved in the bid to build Arkansas' first wind farm west of Springdale has a history of legal troubles involving money, according to Arkansas and Oklahoma court records and other documents. Cody Fell, 47, who has been a spokesman for Dragonfly Industries International, has owed hundreds of thousands of dollars in foreclosure cases in Washington County and in Oklahoma, court records show. The local housing market is as hot as it's ever been with sales in Benton County alone expected to top $1 billion before the end of the year, according to Paul Bynum, economist and founder of MountData.com. Agents across Benton and Washington counties sold 741 homes in September, cumulatively valued at $146.914 million, up compared to 633 homes worth $119.793 million, a year ago. Comment?

But prices have rebounded in Benton and Washington counties in the past two years and there are fewer vacant homes deemed underwater and less overall foreclosures, according to Irvine, Calif.-based RealtyTrac.com. Using the absorption rate from the past 12 months implies that there is a 53.4 month supply of remaining lots in active subdivisions in Northwest Arkansas, the lowest level since 2008. The recent Skyline Report conducted by the University of Arkansas Center for Business and Economic Research found there were 27,850 lots available in the 381 active subdivisions identified by Skyline Report researchers in the first half of 2015. The number of houses sold in Arkansas in the first half of 2016 surpassed pre-recession totals, according to statistics released Thursday by the Arkansas Realtors Association. For the first half of the year, 16,370 homes were sold in the 43-county area surveyed by the association. Comment?

Arkansas's landlord tenant laws work well for honest landlords, too well for slumlords, and they don't work at all for honest tenants. Disputes between landlords and tenants are inevitable, and Arkansas needs laws that capture the worst players on both sides without abandoning good tenants or overburdening good landlords. Comment?
