Lower unemployment, bankruptcies and foreclosures in March reduced the nation's economic stress to its lowest point this year, according to The Associated Press' monthly analysis of conditions around the country. More than 85 percent of the nation's 3,141 counties and every state but two - Louisiana and South Dakota - enjoyed better conditions in March than in February, the AP's Economic Stress Index showed. As the chart at bottom indicates, the Mississippi PERS has been chronically underfunded for years and has lagged other state plans. The Plan has an unfunded actuarial cost of $14.445 billion, or $4,825 for every man, woman and child in the State; only five other states have higher liabilities per person. Comment?

The monthly increase of outstanding mortgages rose to its highest point in five years last month amid record low interest rates. The Bank of Korea cut its key rate to a new record low of 1.75 percent on June 11. According to Korea's seven largest banks, their collective housing-collateralized loans swelled by 9.27 trillion won in June, compared to the previous month. Comment?
