    The city has lost two cases before the state Appellate Tax Board, requiring it to return nearly $110,000 to two taxpayers. In one case, the five-member board granted tax abatements totaling more than $80,000 to the owner of a 5-acre commercial property at 140 Goddard Memorial Drive that is leased to Worcester State University as a parking lot.
