The Hawaii Insurance Division continues to monitor the lava flow situation in the state as Commissioner Gordon Ito delivered testimony Nov. 19 to a U.S. House subcommittee, saying federal government assistance will help to mitigate the impact and possible long-term effects from the lava flow. Ito told the Subcommittee on Energy and Mineral Resources during an oversight hearing on volcano hazards that his division's greatest area of concern at this time is the nonrenewal of policies in affected areas. Waianae is the most affordable housing market in Hawaii, while Kapolei is the most expensive, according to a report from Coldwell Banker Real Estate , but the state's lack of inventory kept wealthier Hawaii areas out of the study. The residential real estate firm studied almost 2,000 markets for the report, which looked at the average prices of a four bedroom, two bathroom house. Comment?

A draft plan by the state Department of Health is raising a stink among local real estate agents and builders who say proposed rules requiring that septic tank systems replace cesspools could add $10,000 to the price of a new home and make buying and selling existing homes less affordable. The proposed rules are just part of a 115-page draft water quality plan that also includes new water quality monitoring initiatives, reducing unpermitted underground injection wells, prioritizing impaired watersheds for restoration and completing guidelines for treatment and reuse of recycled water. George Osborne has said the economy has reached a "major milestone" after a respected think-tank found average household incomes are back to the levels they were before the financial downturn. The Institute for Fiscal Studies projections suggest median or middle household incomes in 2014/15 have reached the same levels as in 2007, although they are still more than 2% below their 2009/10 peak.
