PITTSFIELD >> Legal aid advocates say a $30 million boost in state aid would greatly increase the commonwealth's impoverished chances of getting proper representation in divorce cases, custody battles, foreclosures and other civil matters. The Massachusetts Legal Assistance Corp. wants the Legislature to boost its fiscal 2017 appropriation to $27 million, up from the current $17 million, with an additional $10 million in requests expected for fiscal years 2018 and 2019. The Northeast Association of Realtors reported last week that 186 single-family homes were sold in February within its 15-community region along I-495, extending from Boxford to Littleton. That was 47.6 percent more than the 126 homes sold in the region during February 2015. Comment?

The number of homes in Massachusetts placed under sales agreements in June was up 6.3 percent and the median price for pending sales was up 2.2 percent compared to June 2015, according to data compiled from three listing services and released Monday. The Massachusetts Association of Realtors reported that pending condominium sales were down by 0.4 percent in June, with the median price of a condo placed under a sales agreement up 6 percent to $349,000. SJC-11995 , the Supreme Judicial Court answered the question of whether Bank of America, in its capacity as corporate trustee of a number of inter vivos trusts, qualified as an "inhabitant" of Massachusetts and was thus subject to fiduciary income tax in Massachusetts during the relevant tax year. Despite the undisputed facts that the bank was domiciled and had a principal place of business in North Carolina at all relevant times, the Court held that the bank was indeed an "inhabitant" of Massachusetts for purposes of the fiduciary income tax. Petitions to foreclose, the first step in the foreclosure process, rose in Massachusetts during May for the 27th consecutive time on a year-over-year basis, according to The Warren Group. The Boston-based provider of banking and real-estate data reported that lenders filed 1,130 petitions to foreclose in Massachusetts during May, up 28.7 percent from the 878 petitions filed in May 2015. Governor Mitt Romney yesterday outlined his plan to end the housing crisis. The Republican presidential nominee, on a new page of his campaign website, called for a four-step approach: selling government-owned foreclosed vacant homes, introducing foreclosure alternatives for distressed borrowers, reforming Fannie Mae and Freddie Mac and doing away with complex rules in order to hold banks more accountable and stimulate lending to credit-worthy borrowers. The Warren Group reported Tuesday that the year-to-date median home-sale price of $325,000 was up 0.2 percent over the same five-month period in 2015. But for May alone, the median home sale price was $347,000, up 2.1 percent from $340,000 last May, and the highest median sale price in eight months. Comment?
