Higher mortgage interest rates drove home affordability down as home prices remained flat during the third quarter of 2015, according to the California Association of Realtors . In Fresno County, 49 percent of the area's prospective buyers could afford to buy a median priced home, the association's affordability report said, compared to 50 percent in the second quarter. Brown pointed to financial uncertainties as his reason not to support AB 99 , also known as the Mortgage Debt Forgiveness Bill, and eight other proposed laws that create a new tax credit or expand an existing one. AB 99 was introduced in January by Assemblyman Henry Perea, D-Fresno to spare California homeowners from paying taxes on their mortgage debt after a short sale or principal loan modification. California's housing market saw a softening of home sales and prices in October but is still on target to meet forecast projections, according to the California Association of Realtors. Although home sales exceeded the 400,000 level in October for the seventh consecutive month and posted higher on a year-to-year basis for the ninth straight month, closed escrow sales of existing, single-family detached homes in California totaled 403,510 units in October.
