Officer Eric Graves, Gladstone police spokesman, said police were called to investigate a report that dogs had knocked down a fence to a pen in the 1400 block of Columbia Avenue and were attacking two goats shortly after 10 a.m. But when police arrived, they found the "dogs" actually were coyotes.
