The final federal rule, by the Department of Defense , goes into effect Oct. 1, 2015 and impacts any lending entity nationally, including payday and auto title loan businesses, banks, and credit unions. I am a believer in dreams, and when I had a waking dream a few days after the S&P downgrade of our national debt of President Obama packing his bags and leaving the White House, I was saddened for him and for my country.
