NEW WINDSOR – A developer has gotten a tentative nod from the Orange County Industrial Development Agency for limited tax incentives toward the construction of a hotel in the Town of Newburgh. IDA members last month appeared united in opposition to incentives, particularly a property-tax abatement, for Martin Milano's project, because the developer had recently sold two hotels in the town to the Jehovah's Witnesses.
