A prosperous Portland, seen from the east bank of the Willamette River in a file photo, could be a victim of its own success if the growth in jobs fails to match the projected growth in population. Few narratives have taken hold as powerfully as the fearful complaint middle class jobs are disappearing and, worse, that post-recession job growth occurs mainly in the low-wage category and to some extent in the higher income classes. Portland Mayor Charlie Hales, in a file photo from last year, said his proposed fee for tearing down a house is intended to dissuade builders from demolishing habitable structures that help define Portland's neighborhoods.
