Residential foreclosure activity in the Charlotte market declined to 1.28 percent in February from 2.67 percent a year earlier, according to data firm CoreLogic Inc. That's better than the national foreclosure rate of 1.93 percent for the month, but worse than North Carolina's rate of 1.1 percent, the Irvine, Calif.-based data firm says. Comment?
