Judge orders testing on hairs in Cecil New case

A Jefferson Circuit Court judge agreed on Monday to allow the New Jersey State Police Office of Forensics to conduct microscopic testing of hairs found on 4-year-old Cesar Ivan Aguilar-Cano, to see if they belong to Cecil Eugene New II, the man charged with kidnapping and killing the boy in the summer of 2007.
