Good to see the Hear-old-News finally printed something that was real for a change. Then again, I really doubt if any of it's real or not. I mean, just who in the hell is going to walk into the election commission and demand to see any results? Yep, NOBODY. It doesn't matter who votes for what or who, it's who COUNTS the votes that matters. Rest assurred, Rhea County officials are in such a monetary jam that they simply will not or can not allow something as important as a TAX INCREASE for more money for them to be left up to a voter, no way in hell. If I really, really, really cared enough, I would be the person who would walk into the election commission and count everything myself only to watch them squirm. Then again, my name isn't "Only If". In any event, sit back and wait for a few years to go by and this new tax will be as if it wasn't even there and some other tax will be slapped on Rhea Countians. So sad for them, it really is. Had drunk ass'd Chester Smith (sounds like a pedophile's name---Chester the Melestor) aka "Max Hackett" then the story would had been plucked from an intoxicated idiot. Hey, everyone has read FAKE stories before from the Herald - News so what makes anyone think for one second the tax actually passed? How does anyone know? Do they place a blind trust in a newspaper that routinely blows smoke up everyone's (_*_)? Think about it people...Apparentl y, Hackett (Chester) thought Rhea Countians were stupid enough to never notice him printing stories about meetings and crap that he never attended. Good question. What I would do is go to the County Executive's (County Mayor) office and ask for a list of all the county employees for the sheriff's dept.. Also, request a copy of the sheriff's budget as each position, etc. will be found there. However, in Rhea County I have tried in the past to get a copy of sheriff dept. budgets during the years of 1994 - 1998 and I always got stonewalled. It is like these budgets are some national security secret or something. Refuse to take NO for an answer. Now, getting back on track, a request such as what I have stated will give you 1.) how many employees the sheriff has, 2) how much they get paid and 3) their names (absent personal info which can be redacted). You or anyone else for that matter are entitled to that info as it is PUBLIC RECORD. We still have an open form of government, well at least we did have anyways... Once you are armed with this info and you then were to see me or someone else that you know is NOT on the payroll as a "full time salaried L.E.O." driving a county issued emergency vehicle then ..... Okay, I must stop there. Because realistically, just what can you or me or anybody do about it? These dudes seem to just do as they please and make it up as they go along. So what does one do? Like a dog chasing a car, what does the dog do once he catches it? In any event, IF you get arrested by one of these "unlawful persons driving a patrol car", use that to your advantage in court. Demand a dismissal. Start a "gum bumping" campaign targeted against the violators and those who are privy to the illegal acts and attack their position. The action will also serve as a catalyst for you to "raise hell" on, as well as place a spotlight directly on their (_*_). The key words in the above statute is "full time salaried". To be full time they MUST be POST certified within a year of appointment. Part-timers are not even allowed to operate an emergency vehicle either. The only exceptions to the law are certain counties and cities that fall into certain approved "population bracketts" which are normally enacted by Private Act of a county. Therefore, IF a reserve deputy pulls a person over, he is actually just as illegal as the person he pulls over. Just because a person gets elected sheriff doesn't mean they get to do anything they want to do...we all have that peskie little thorn in our (_*_) called LAWS. Reserve deputies cruising all over the county was a major problem several years ago in Rhea County. We had dudes that worked for La-Z-Boy during the week driving a cop car pulling people over as a reserve deputy on weekends. Talk about civil rights violations! Reserve Deputies are for riding along, showing a presence at carnivals, parades, things like that. To assist the sheriff. All that old styled stuff sheriff's did in deputizing anything with 2 legs that sucked air and putting them in cop cars ended in 1978, just after the Limited Constitutional Convention "fiasco" . THUD...just read where OMG agreed with me and fell outta my chair LOL Honestly, would it be a fair question to ask this: Do you think that with the rather large amount of commercial property interests Gary Louallen has in Dayton, would he lean toward ordinances that might benefit him? Could there be a conflict? I mean afterall, thay seems to be the trend. I do not know Gary personally, but back when I was constable I went to his home to discuss a complaint and although he seemed well connected, etc., and appeared to be in good with the sheriff back then, he was very receptive and attentive and helped me resolve the complaint and never another word said about it. So, in that regard I found him to at least be willing to listen. It is hard to find a person that will actually "listen" to anyone when simple things as "money" gets in the way. As for Morgan, he's a joke and cannot win. Riggs, I say NO because Billy Graham wants him in there for some reason. I know one thing, I have known Bobby Doss since Dixie Youth baseball DECADES ago and I must say, he has disappointed me in how he has changed into a person acting "up-ity--up ". I think you have touched on a subject many people overlook when dealing with unethical behavior in law enforcement, attack their certification by lodging complaints with the P.O.S.T. commission. TBI, FBI, etc. is like pulling teeth to get them to act on anything, trust me on that one. For example, just how do you deal with a bad elected District Attorney? You know in reality you can't do squat to them, and they know it. So what does one do? The easiest solution is like the POST certification, you attack his Bar license. If a D.A. loses his law license then he (if elected) can still be a DA he just can't step foot in a court room. If he can't perform the duties of his elected office, he is subject to removal. The same goes for police. They get a mind-set that they are "the law" when nothing is further from the truth. The law is something applicable to us all, no exceptions, period. Indeed, there are people who try to be the exception and will use tactics like intimidation, etc. to attain what they seek. It is then we must stand calm and firm. We must band together as they do and it doesn't matter if it is 2, 5, 12 or 100 people but act together as one. Just like the African Driver Ants, those ants are the most feared predator there. They can devour a lion. How? Because the millions of them act as a single unit and nothing, nothing at all is capable of stopping them. (well, maybe a can of Raid, but...) So yes indeed, compile a well written, well documented complaint and study the powers and DUTY of the POST commission and once an example is made the rest will usually fall in line. Believe it or not but if we all stood naked we'd be basically just like everyone else. And the funnier thing is, most dudes with guns, badges and uniforms may not act so bold standing there all scribbled up with peckers drawn up into their bellies LOL...The exeception may be if one of 'em was a county attorney/judge that got busted cheating on the old lady and got his pecker "crazy glued" to his belly...yep, that would be an embarrasing, painful thing to behold, whewwwww mercy. How can a sheriff's department justify such a massive expansion of employees, equipment and budget when the damn population of Rhea County as a whole hasn't grown much more than 6,000 people in over 50 years? Someone explain that one to me, please. And while your explaining that one, explain this one...just how in the world does Rhea County get by in pre-set bond schedules which I thought (TN Att. Gen. as well) were unlawful? And what about double bonding? How can a person be out on bond then be forced to post another bond when he's already out? I mean come on people, snap out of it, geeeez us. As of now it hasn't got so far lost in Rhea County that they have to pipe sunshine into the place, well, not yet anyways. Then again, so long as everything is done equally, fine, I have no problem with it. But this favortism, cronyism, nepotism crap has got to stop somewhere. Like a snowball rolling down hill, it gets bigger and bigger the farther it goes. Step in front of it to attempt to stop it will get you run over by it. The answer, don't stop the snowball, let the snowball stop itself...How you ask? Good question. Maybe what we are doing right now is generating heat just enough that over a spance of time it will begin to melt and as it does it will start to lose it's integrity as a solid snowball and start to fall apart...melting slowly...Like the battle of the sun and the wind, the wind used all it's force to blow on a man in order to make him keep his coat on, but the sun simply cast a steady radiance of light and heat upon the man and soon enough the man felt the heat and removed his coat. The Herald-News has been the only tangible media in Rhea County for so long they feel that they somehow control the minds in Rhea County. In a way, they always have. You have so many people there that simply refuse to get involved, or dare to free think. One of the greatest things a patriot can do is to "dissent ". To always question authority. We seem to place too much emphasis on authority. I remember Opie Sneed said of me once, ahhh, Roy just has a problem with authority. By far, that is not the case. I do not respect an authority that isn't earned, period. No matter how pissed off he gets, or anyone else gets, it will not change the fact that he scraped by in high school and attained a paultry 1.96 GPA. He hires high school dropouts that couldn't summon the fortitude or desire or drive to stay focused enough to complete school. As they say, in the land of the blind, the one eyed man is king. In that regard, I suppose an idiot can surround himself with dumber idiots and he can look smart. Polish a turd and you still have a turd, right? Also, people will say, Roy, "ain't" you afraid "they will get you"? To that I always had one answer, if they get me they best get me "legal" because to do otherwise would be illegal. To do something illegal whether with a badge, authority or whatever is still, ILLEGAL, period. With that said, then I would automatically assume that if one can play that game, then so can I, but play it harder, much more deviantly and as hard as I can. I always try to remember as well that I am not going to get out of life alive and that I will be remembered by the foot prints I leave behind. So badges, authority mean nothing as they are mere man-made symbols used over the ages to control people. The Herald-News has real competition now in www.RheaCountyNews paper.com and I intend on doing everything I can to contribute as many stories and articles that I can (I have many of them) and my goal will be to replace the Herald-News with a NEW hard copy news source that will act as a giant commode lever to flush the wasteful trash of leadership down the sewer where they belong. Additionally, people are actually starting to get scared because of the downward spiral of our entire economy. Rhea County has always been a Class 4 rural county stricken by poverty. Local leadership do NOT want any competitive jobs there, nor any sort of "good" businesses other than used thrift stores , fast food and craft shops. None of these can support any sort of quality lifestyle other than just "getting by". I predict that people in Rhea County will soon wake up and snap to attention and march to the polls and remove all the nepotistical inbreds that run the place and replace them with people who have the guts to stand up and fight the fights that need fighting. Lastly, we all will indeed die, that is for certain. But I really think we can each decide whether we chose to go out as a beggar, a sneak, a coward down on our knees sniffling or standing on our feet. Maybe we should vote NO to open meetings. May as well. The 4 Dayton councilmen held a public meeting without giving public notice and are deciding things on an agenda without informing anyone about the agenda or meeting until after the fact. If people allow these guys to run the city behind closed doors there is really no need to vote for anybody at all... I am amazed at how nobody has picked the ball up and ran with this and make those guys do it all over, and do it not only the "right" way, but the LEGAL way. (Tuesday | post #7)

Excellent observation kday1, They say only 7% of the populate fought in the Revolutionary War, if that be the case, where was the remaining 93%? You are one of the few that can witness something wrong and have the intestinal fortitude to stand up and say something about it. Ironically, by standing up against a wrong you subject yourself to scornful animosity from haters, or posers that try to hate due to trying to impress a hater...You are one who has noticed "wastefulness " of public resources, such as cruising around in a fire truck justified in doing so by a lame excuse. The only thing sillier I have heard about recently was the "state grade card" given to the Rhea County School system for passing that George "W" brainchild called "No Child Left Behind Act". How is it that Rhea County gets graded before school even starts? Am I missing something or is the local news media (Herald-News) just trying to help YOUR elected officials in hyping up that extra 1/2 cent tax increase? I predict that the tax will pass in the referendum vote, by the way.
